ASTANA. July 21 (Interfax-Kazakhstan) — Kazakhstan on Tuesday opened enforcement proceedings against the North Caspian Operating Company's branch to recover a 2.3 trillion tenge ($4.9 billion) environmental fine from the Kashagan oilfield operator, according to the Justice Ministry's enforcement information system.
